Mr. Contestabile is a senior public safety and transportation technology leader with decades of experience helping government agencies and mission-critical organizations modernize communications, operations, and emergency response capabilities. He provides strategic consulting services to the transportation and public safety markets, drawing on a 30-year career in Maryland state government that included senior roles as Deputy Homeland Security Advisor, Statewide Public Safety Interoperable Communications Director (SWIC), and Acting Assistant Secretary of the Maryland Department of Transportation (MDOT).
After his career in public service, he joined the Johns Hopkins University Applied Physics Laboratory (JHU/APL) as Program Manager for the Emergency Communications Program, supporting national initiatives to advance interoperable public safety communications. He later joined Skyline Technology Solutions as Director of Public Safety Solutions, where he led innovative projects that strengthened mission-critical communications, cyber security, and public safety technology modernization.
An engineer by training, Mr. Contestabile has led and executed projects across a wide range of public safety technologies, including geospatial systems, land mobile radio, computer-aided dispatch, television datacasting, video interoperability, and 5G LTE. His work has supported DOTs, Transit agencies, police departments, emergency management agencies, fusion centers, Public Safety Answering Points, and other organizations responsible for time-sensitive public safety operations.
Mr. Contestabile is also widely published on public safety communications issues. Among his notable contributions is his work with JHU/APL in authoring the Department of Homeland Security Cybersecurity and Infrastructure Security Agency (DHS CISA) “Information Sharing Framework” report, published in fall 2021. Across his government, laboratory, and private-sector roles, he brings a practical understanding of transportation, public safety, and operations together with the technical expertise needed to help agencies plan, integrate, and modernize mission-critical systems.
