Matthew Miller is the Director of New and Emerging Transportation Technologies for the Iowa Department of Transportation. Previously, he led Iowa DOT’s E-Construction program, implementing transformative solutions in e-Ticketing, digital delivery, and geospatial technologies. His current role focuses on advancing connected corridors, autonomous vehicles, and freight mobility initiatives. Before his career in transportation, Miller served honorably in the United States Navy, where he developed a strong foundation in leadership, discipline, and operational excellence.
With expertise in digital infrastructure, transportation technology innovation, and data-driven project delivery, Miller has been instrumental in developing strategies to integrate smart devices, connected equipment, and AI-driven analytics into transportation systems. His leadership emphasizes practical, scalable solutions that address complex industry challenges while fostering collaboration across public and private sectors.
He is a Certified Public Manager and has chaired the AASHTO Committee on Construction’s Innovative Construction Technologies subcommittee. His professional memberships include participation in the Joint Subcommittee on Data Standardization (JStan), data standards lead for the I-80 Corridor Coalition, I-35 Advancement Alliance, National Academies Research and Technology Coordinating Committee member, and other industry-leading groups. He is also the Study Champion for both the Connected Corridors Advancement Initiative TPF-5(566) and the former study champion for the BIM for Infrastructure TPF-5(480) Pooled Fund Study.
Miller earned his certification in Public Management from Drake University and has served the Iowa DOT since 2011. His contributions to transportation innovation and policy have made him a sought-after advisor on national and international platforms.
