Paula Dowell, PhD, is National Practice Leader for Integrated Planning Services at HNTB Corporation, where she leads the firm's integrated planning strategy and supports clients across the country in developing multimodal transportation solutions. Based in Atlanta, Dowell oversees a multidisciplinary practice spanning multimodal systems planning, urban design, freight and goods movement, environmental planning, resilience and sustainability, and strategic planning, policy, and communications. With more than 24 years of experience in transportation planning, economics, and policy, Dr. Dowell has worked with state DOTs and transportation agencies nationwide, helping advance complex infrastructure programs through integrated planning and strategic decision-making. Before joining HNTB, she held national leadership roles at Cambridge Systematics and Wilbur Smith Associates, where she specialized in freight planning, transportation economics, and practice growth. She also conducted economic research at the University of Tennessee's Center for Business and Economic Research. Dr. Dowell earned both her Ph.D. and M.S. in Economics from the University of Tennessee, Knoxville, and a B.B.A. from East Tennessee State University. She is also a Certified Instructor for the National Highway Institute.
