Carl L. Johnson, P.E. is Chief Engineer at TxDOT, overseeing Engineering & Safety Operations and District Operations statewide. He is a 1989 graduate of Texas Tech University. In 1995, he began his TxDOT career in the Brownwood District, serving in various roles for 22 years. He was named Abilene District Engineer in 2017 and appointed Fort Worth District Engineer in 2020, where he managed major infrastructure projects. In 2022, Johnson became Director of District Operations, leading all 25 districts across Texas. His collaboration with industry partners, legislators, and community leaders contributed to record project lettings and advancing TxDOT’s strategic goals. Was appointed Chief Engineer in July 2025.
