Dustin Rouse is the Operations Manager for Project Development & Delivery for the Montana Department of Transportation (MDT). He is also the Chief Engineer responsible for project development and project delivery across multiple disciplines, including Bridge, Traffic and Safety, Highways, Environmental, Right of Way, Consultant Design, Construction, Materials, Geotech, and Digital Delivery. A licensed Professional Engineer with more than 25 years of service at MDT, Dustin oversees over 300 employees and plays a central role in shaping Montana’s project delivery strategy, engineering policies, standards, and operational alignment. He’s an active contributor to AASHTO initiatives and has led efforts like Montana’s Off-System Bridge Strategic Plan and a billion-dollar bridge investment strategy.
