Shay Burrows is the FHWA’s Director of the Office of Bridges and Structures and has been in this position since 2025. Shay has held multiple leadership positions, including the Director of the Resource Center, acting Director of the Office of Preconstruction, Construction, and Pavements, and acting Division Administrator. He was also detailed to the U.S. Senate and worked on the IIJA legislation. Shay began his FHWA career in 1996 and has served in multiple Division offices, including Federal Lands, the Resource Center, and Headquarters. Shay holds a Bachelor of Science degree in Mechanical Engineering and a Master of Science degree in Civil Engineering, both from Rutgers University, and is a licensed Professional Engineer in the State of Pennsylvania
