Learning from Multi‑State Corridor Coalitions: Bridging the Gap through Case Studies in Traveler Information and Incident Coordination

Multi state corridor coalitions are quietly transforming how agencies share real time information, coordinate incident response, and keep critical freight routes open—especially during severe weather and complex, multi jurisdictional events. This session distills practical lessons from four recent/high impact case studies and the coalition practices behind them: (1) the January 3–4, 2022 I 95 shutdown in Virginia and its interagency after action review (VDOT/VDEM/VSP), which highlighted the value of earlier closures, improved situational awareness, and stronger joint communications protocols; (2) Wyoming’s I 80—one of the nation’s most weather vulnerable freight corridors—where frequent closures, extreme winds, and ground blizzards continue to drive operational innovations and connected vehicle (CV) pilots to cut crashes and reduce closure time; (3) Missouri’s December 2025 winter event, which produced hundreds of crashes and extensive assistance to stranded motorists—underscoring why consistent traveler information and cross state messaging matter when storms unfold across boundaries; and (4) Iowa’s winter operations and emergency management protocols, including statewide TMC integration, TIM planning, and decision support tools that formalize roles, diversion routes, and after action learning across disciplines.
