David Parker is an Executive Vice President at FlatironDragados, the second-largest heavy civil contractor in North America. FlatironDragados is a subsidiary of the ACS Group, one of the world’s largest construction and engineering organizations, according to ENR. FlatironDragados is an industry leader in delivering heavy civil construction projects, from major bridges to highways, transit systems, tunnels, dams, and marine works. David is responsible for pre-construction activities for large, complex projects across the US market. David has more than 35 years of experience in project operations, business development, and preconstruction services. He has been actively involved with the development, structuring, negotiation, and delivery of many of the largest projects across North America. Originally from South Carolina, David attended Clemson University, where he graduated with a bachelor’s degree in Design and a master’s degree in Building Science and Management. He also earned an MBA from Pepperdine University. David is also a registered professional Architect (CA, CO). He is a past president of the Association for the Improvement of American Infrastructure (AIAI) and a former board member of The Beavers, a heavy engineering construction association.
